I am shock to see the this once booming city have such a big debt to resort to filing broke. How? I am not understanding much of it, or I 'm in denial of accepting it is so.

Sounds like someone is in for a whipping, but no switches for me thou Irma--.. as I can recall going to get the switch hurt as bad as the punishment of taking the whipping....the thought of picking that switch did hurt! :>(
